Our goal at TSA is: how can we get different sectors to work together in a way that complements each other and plays to each other's strengths, resulting in 1+1 = 3?" This philosophy expresses our commitment to unlocking the true potential of collaboration and achieving results that exceed what any stakeholder can do alone.

Prepare

Before the project takes off, TSA invests time in ensuring that you are fully prepared by providing diagnostics and training. TSA conducts workshops that engage stakeholders to align on the shared purpose and goals for the project. This critical first step will instill confidence and set you up for success.

Assess

The second step involves understanding which tools will best help you achieve your impact goals. We conduct landscaping and in-depth feasibility studies to guide you toward the most suitable solutions.

Create

The third step encompasses the translation of ideas into a tangible project. We work with you to employ the right data, financing, and contracting structures to turn your vision into tangible action.

Evaluate

Finally, it is critical to use evidence to drive improvement. We assist you throughout the project to understand whether the project is working, provide insights into how it can continue to be enhanced, and help the stakeholders build capacity.

Suhaimi currently holds the appointments of Board Member of Skillsfuture Singapore (SSG), Director of National Environment Agency (NEA), Director of National Volunteer and Philanthropy Centre (NVPC), Director of Warees Investments Pte Ltd, Director of Quantedge Foundation, Advisory Council member of the Lifelong Learning Endowment Fund, and Chairman of Learning Gateway Ltd.

Suhaimi’s previous appointments include being a Council Member of the Charity Council, Director of Mendaki Social Enterprise Network Pte Ltd, Executive Committee Member and Honorary Secretary of the Breast Cancer Foundation, Council Member of the National Arts Council, Director on the board of SMCCI (Singapore Malay Chamber of Commerce & Industry), and Chairman of the Islamic Finance cluster for the Services Committee of the Malaysia Singapore Business Council. He was also a Subcommittee member of the Future Jobs and Skills Sub-Committee under the Committee on the Future Economy, Chairman of the Charity Transparency Framework Review Committee, and Member of the Charity Code of Governance Review Committee.

Ronny currently serves on the Asian Board of Swiss private bank, Lombard Odier, and is a director at Lombard Odier (Singapore) Limited. He is on the board of Singapore Exchange Regulation Private Limited, the regulatory arm of SGX, and sits on the Appeal Advisory Panel of the Monetary Authority of Singapore.

Before retiring from full-time work, Ronny was the Chief Country Officer for Deutsche Bank in Singapore, the regional head office for Asia-Pacific. He chaired the CSR Committee when DB Singapore was named the national ‘Corporate Philanthropist of the Year’ in 2011. During his banking career, Ronny served on the Council of The Association of Banks in Singapore and The Singapore Foreign Exchange Market Committee for over a decade. He was the past President of ACI Singapore – The Financial Markets Association and continues to be an adviser. He also sat on the board of Singapore Commodity Exchange as well as the Income Tax Board of Review.

In the non-profit sector, Ronny is one of the pioneer trustees at the Singapore University of Technology & Design and chairs a social services consulting firm, Tri-sector Associates Limited. He also serves on the community grassroots organization, Taman Jurong Citizen Consultative Committee, and the Property Committee of Singapore Health Services. Until recently, Ronny was a board member of Sentosa Development Corporation and President of Sentosa Golf Club. For almost a decade, Ronny was Chairman of Assisi Hospice and a board member at the Singapore Art Museum.

Ronny graduated in Economics and Statistics from the University of Singapore and has a Diploma in Banking and Finance. For contributions to the nation, he was conferred the Public Service Medal.

Kevin founded Tri-Sector Associates out of a deep belief that the public, private, and people sectors working together in new ways can unlock solutions for emerging issues throughout Asia.

He has supported the development of the cross-sector collaboration ecosystem and helped launch pioneering projects throughout East and Southeast Asia. These include the first Pay For Success (PFS) projects in Singapore and Hong Kong, as well as a blended finance fund for conservation in Indonesia. He has also helped develop new models tailored to the Asian context, such as the Social Impact Guarantee and Outcomes Amplifier. His work has been featured in Stanford Social Innovation Review, Forbes, and the Business Times.

He previously served in the Boston office of Third Sector Capital Partners, where he led engagements in the areas of early childhood, workforce, public health, homelessness, and criminal justice.

He holds an MPP (Business and Government) from the Harvard Kennedy School and a BA (First Class Hons) in Philosophy, Politics, and Economics from the University of Oxford. In 2019, he was listed by Forbes Asia as one of its 30 under 30 social entrepreneurs.

Dr. Chia is the Founding Dean and Professor in the Saw Swee Hock School of Public Health, National University of Singapore. He is also Adjunct Senior Group Leader, Genome Institute of Singapore (GIS), and Adjunct Professor, Universiti Kebansaan Malaysia (UKM) Medical Molecular Biology Institute (UMBI), Malaysia.

His current research focuses on the study of how genetic and lifestyle factors interact to cause chronic diseases (cancer, cardiovascular diseases, and diabetes mellitus) and the translation of these findings to preventive measures at the population level.

He also serves as a Council Member of the Workplace Safety and Health Council, Board Member of the Health Promotion Board, Member of Diabetes Prevention and Care Taskforce of the Ministry of Health, and Member of the World Health Organization Working Group on health education and health literacy for noncommunicable diseases.

He received his medical degree in 1981, Masters of Science in Occupational Medicine in 1985, and Doctor of Medicine in 1995.

Martin Tan is the Chief Executive Officer of The Majurity Trust, a philanthropic organisation with social impact programs in Singapore. Martin was formerly the Executive Director of Institute for Societal Leadership at the Singapore Management University (SMU) and Co-Founder of Halogen Singapore.

As a motivational speaker and leadership trainer over the past 15 years, Martin has conducted leadership programs for youth, educators, and corporate organisations in countries such as Afghanistan, Australia, Bhutan, China, Hong Kong, India, Philippines, UK and USA.

As an entrepreneur, Martin co-founded Halogen Singapore in 2003 with the aim of building young leaders and young entrepreneurs who will positively change the world in issues they believe in. Since 2014, Martin was part of the founding team that started the Institute for Societal Leadership at SMU to advance societal leadership in Southeast Asia and beyond.

Martin currently serves as a board member for National Council of Social Service, Halogen Singapore, Ray of Hope, Children’s Museum Singapore and Founders’ Memorial.

Tan Shin Gee is Senior Director, Programmes in Temasek Foundation where she leads the education team to seek out opportunities to support excellence in arts, music, sports & STEM, improve access to holistic education and pilot innovative learning models.

Prior to Temasek Foundation, Shin Gee was Director of Strategy, Mandates & Impact at Temasek Trust which is a steward of philanthropic assets, advocate of sustainability, and catalyst of positive impact. The Trust provides governance and financial oversight of endowments for an ecosystem of entities with the shared purpose of building better for every generation by protecting the planet, uplifting communities, connecting people, and advancing capabilities.

Her current foray into the philanthropic and impact sector builds on 20 years of experience in the public service, spanning roles as Chief Transformation Officer and Chief Learning Officer at the Land Transport Authority Singapore, as well as policymaking and industry development roles at the Ministry of Transport, Ministry of Finance and Economic Development Board.

Shin Gee has a Masters of Arts in Social Sciences from the University of Chicago, a Masters of Science in Applied Finance from the Singapore Management University, and a Bachelors of Science in Economics from University College London.

Deputy CEO

Kate is the Deputy CEO at Tri-Sector Associates. With a belief that social innovation and cross-sector partnership are critical for addressing complex social and environmental challenges today, she joins the management team of TSA in shaping the strategic direction of the firm and in building bridges across sectors to bring about more effective forms of impact-first funding in the region.

Kate has over ten years of experience working with public sector, non-profit, and private sector clients in Singapore, Hong Kong, Macau, and Mainland China. Her key areas of expertise include strategy formulation, policy analysis, market studies, option evaluation, impact assessment, stakeholder alignment, and public consultation. She was also the lead assessor for the first-ever Pay-for-Success Project in Hong Kong.

Prior to joining TSA, she was an Associate Director for the Government and Public Sector Practice at PwC Hong Kong and had served in policy-related positions in the Government of Singapore. Kate holds a Master of Public Administration and a Master in Public Policy from the London School of Economics and National University of Singapore, respectively.

Sikai is most interested in improving the system’s accountability towards outcomes. As an Associate Director, Sikai leads Tri-Sector’s work in the International Development space across Southeast Asia. He is currently pioneering outcomes-based funding models in Thailand and Vietnam. He has also previously supported the firm’s work in Singapore, Hong Kong, and Southeast Asia, structuring innovative finance models such as the Social Impact Bond, Recyclable Grants, and Blended Finance. Sikai is also currently a Foundry Member with Acumen, a global community of social changemakers challenging the status quo. He was previously a Strategy Consultant at Dalberg Advisors.

Tina currently serves as an expert on social issues in Singapore with her ~30 years of experience in Singapore social sector. She is also currently a Senior Consultant in the NCSS CEO’s office. Prior to this appointment, she held various roles within NCSS, including overseeing Service Planning & Development, Fund Allocation, Standards and Evaluation, Research & Advocacy. She was the Deputy CEO at NCSS from 2007 to 2020.

Her commitment to uplift vulnerable communities has led her to contribute to inter-ministry committees, policy reviews, masterplan development, and the coordination of national efforts to address social challenges and pioneer better solutions.

Tina holds a double Masters in Public Administration and Social Work. Her contributions have been recognized with the Public Administration Medal (Silver), the Pioneer Social Worker Award, and the Ann Wee NUS Social Work Alumni Award. She serves on the Boards of SSAs and the NUHS Fund, Woodbridge Hospital Charity Fund.

Chris Glotfelter, the Senior Project Leader at Tri-Sector Associates, is a dynamic force for change. He spearheaded a groundbreaking blended finance initiative with Temasek Foundation, marking numerous ‘firsts’ for both entities. This included Temasek’s inaugural foray into recoverable grants and funding for a social enterprise in the Philippines. Chris’s innovative approach has set a precedent for future projects.

Guided by Benjamin Franklin’s wisdom, “An investment in knowledge pays the best interest,” Chris is a passionate advocate for impactful change. His mission is to drive innovation and transform projects, leaving a profound and lasting imprint on communities and society.

With a rich educational background from University College London, Chris Glotfelter holds a Bachelor of Arts (BA) in Psychology, a Masters of Science (MSc) in the Economics and Policy of Energy and the Environment, and a Juris Doctor (JD).

Hannah is a Project Leader at Tri-Sector Associates. With over seven years of experience working with public and private sector clients across Africa, Asia, and Europe, Hannah has been involved in several multi-million-pound programmes for the UK Government, including FCDO, NHS, and the Department for Education. Notable projects include the development of a community-based pilot project to reduce the burden of diabetes in Malaysia and supporting the Government of the Democratic Republic of Congo in improving the country’s business environment through policy reform. Hannah’s key strengths lie in bringing together multiple stakeholders to solve problems, and she is passionate about breaking down silos across sectors to deliver better impact.

Before joining TSA, Hannah worked as a Management Consultant at PwC and was part of the Teach First program in the UK, where she taught for three years at inner-city schools. She holds an MSc in Global Health from Karolinska Institutet.

Brenda Teo is a Senior Associate at Tri-Sector Associates. Her mission is to create a positive impact by accelerating the deployment of capital in a meaningful way so as to secure a more liveable future for this and the next generation.

Her experiences include integrating ESG into portfolio management for a Japanese private equity company, where she was responsible for the following activities: Led analysis and benchmarking of client’s Asia portfolio emissions performance that informed their Asia investment strategy and subsequent fund deployment; Successful upsell of scope expansion to include decarbonization advisory and scope 3 measurement led to a 50% increase in SaaS revenue (ARR) for the company.

She also scoped 3 measurement projects for the largest publicly listed life insurance group in Asia-Pacific, where she was responsible for the following activities: Led global rollout of robust scope 3 emissions measurement for $6B company, solving and streaming data collection complexity across 25 entities, enabling informed decision-making and CDP & SBTi reporting. Successfully expanded account revenue by 4x through expansion of pilot program to 2-year contract.

Hui Hui is committed to applying a broad spectrum of skills that cut across various disciplines to create meaningful changes. Her standout achievement at Tri-Sector Associates was a cost-efficiency study for eyeglass delivery in rural China. She carefully examined two different delivery models that led to insightful findings and shaped a new outcomes-based grant model, improving vision care accessibility in these remote areas.

Krystal is an Associate at Tri-Sector Associates, driven by a commitment to systems-level change that channels global resources—capital, capacities, and capabilities—to those in need.

Her past work includes promoting financial inclusion in underserved markets through developing a circular micro-savings and micro-investment scheme that has helped low-income households build financial security, creating better economic opportunities and enhancing overall well-being. She has also innovated healthcare journeys for caretakers in Hong Kong by redesigning insurance experiences to provide personalized, hassle-free access to healthcare, making it more convenient during crises.

Krystal works to reimagine and reshape existing structures, systems and initiatives, enabling communities to have better livelihoods while enhancing efficiency for businesses and governments alike.

She holds a BSc in Economics from the University of Bristol.

Hui Jun is an Associate at Tri-Sector Associates, where he works on structuring and launching outcomes-based contracts and related ecosystem-building initiatives in Singapore and the region. He has helped launch Singapore’s first Social Impact Bond in Mental Health and advised Temasek Foundation in structuring their first impact-first investment into a for-profit entity (cross-border). He has also helped design Asia’s first recyclable impact funding for skilling and employment for UBS Optimus Foundation.

Previously, he was an Associate in Deloitte South-East Asia’s Climate Change and Sustainability advisory practice, where he advised MNCs and SGX-listed companies on their full range of ESG-related needs. Before that, he had the opportunity to work on various strategy and political risk consulting projects in jurisdictions across Southeast and South Asia, spanning sectors from digital banking to healthcare and extractives.

Hui Jun’s goal is to design better markets where productive capacity is channeled towards public luxury and private sufficiency, rather than the reverse. His areas of interest include skilling and employment, healthcare equity, and international development, He has been influenced by thinkers such as Elizabeth Anderson, Simone Weil, John Rawls, and Karl Polanyi & Marx. Hui Jun graduated Cum Laude in Politics, Philosophy, and Economics (Political Theory and Political Economy) from Yale-NUS College and completed a graduate-level course in Health Econometrics from the Saw Swee Hock School of Public Health. In his free time, he enjoys playing football and brewing coffee.

En Lee is the Head of Sustainable and Impact Investments, Asia at LGT, the world’s largest family-owned private banking and asset management group with over US$200bn in assets under management. He leads the Asia team and manages the regional impact investment portfolio in Southeast Asia and China, serving on the boards of several portfolio organizations in the Philippines, Thailand, and Indonesia. He is a Partner of LGT Lightstone, the firm’s global impact investing initiative, and a member of the LGT Sustainability Board. Before LGT, En was an Executive Director at Goldman Sachs advising investment funds.

A recognized industry pioneer, En serves on the World Economic Forum ESG Advisory Group, China Green Finance Committee, and the Asia Investor Group on Climate Change. He is an LP Advisory Committee Member of Triple P Financial Inclusion Fund, a Steering Committee Member of Harvard Business School’s Impact Investing Group, an Entrepreneur In Residence at INSEAD, and an Adviser to B Corporation. En graduated from the Advanced Management Program at Harvard Business School and is a CAIA charterholder. Mr. Stephen Wong received a B.A. Degree in Economics from the University of Chicago, Phi Beta Kappa, and an M.A. Degree in East Asian Studies (Whitney and Betty MacMillan Center for International and Area Studies) from Yale University. Since then, he worked for a number of global financial institutions, including as an Executive Director in UBS (London) and a Managing Director at RBS. Mr. Wong joined Our Hong Kong foundation as Senior Consultant in May 2015, and was appointed Deputy Executive Director and Head of Public Policy in November of the same year. He is now Deputy Executive Director and Head of Public Policy Institute.

Mr. Wong’s public service includes various advisory roles appointed by the Hong Kong Government, including Board Member of the Financial Services Development Council, Board Member of the Urban Renewal Authority, Member of Investment Committee of the Beat Drugs Fund, Member of Investment Sub-Committee of the Housing Authority, Member of Feasibility Study Working Group of “Special Needs Public Trust”, Co-opted Member of Social Innovation & Entrepreneurship Development Fund Task Force of Commission on Poverty, Non-official Member of the Assessment Panel of the “Innovation and Technology Fund for Application in Elderly and Rehabilitation Care” of the Social Welfare Department, and ex-Member of Task Force on Land Supply, etc.

Mr. Wong is also active in community service. He is Chairman of the Clean Air Network, Vice Chairman of the Admissions, Budgets & Allocations Committee and Investment Sub-Committee Member of the Community Chest, and Executive Committee Member & Chairman of the Advisory Committee of Social Enterprise and Innovation Platform of the Hong Kong Council of Social Service. Mr. Wong is also an Adjunct Associate Professor at the Hong Kong University SPACE for the Institute for China Business.

Willie Cheng is a former managing partner of Accenture, a global management and technology consulting firm. Since his retirement in 2003, he has been active in the business and social sectors as a director on listed, private and nonprofit boards.

He currently sits on the boards of Catholic Foundation, NTUC Health, Far East Hospitality Trust and apVentures. He is formerly chairman of the Singapore Institute of Directors, National Volunteer & Philanthropy Centre, Lien Centre for Social Innovation, Caritas Singapore and CHARIS.

He has written extensively on corporate governance and nonprofit issues. His nonprofit books include Doing Good Well: What does (and does not) make sense in the nonprofit world; Doing Good Great: Thirteen Asian Heroes and Their Causes; and The World That Changes The World: How Philanthropy, Innovation, and Entrepreneurship are Transforming the Social Ecosystem.

Howard is a Partner at Rajah and Tann. Howard’s area of expertise is in corporate finance and mergers and acquisitions. He has been involved in many initial public offerings, both local and international, such as the initial public offerings by Eurosports Global Limited (Catalist Board), Gaylin Holdings Limited, China Minzhong Food Corporation Limited, China Energy Limited, China Sports International Limited, China Zaino International Limited and Li Heng Chemical Fibre Technologies Limited.

Howard has also been involved in various public merger and acquisitions transactions where he has acted for the offeror, offeree or financial adviser. He is also active in cross border merger and acquisitions transactions, most recently, having acted as the lead counsel for various multi-nationals in Singapore-Myanmar transactions.

His experience also includes various fund raising exercises for listed and unlisted companies such as the issue of bond instruments, convertible instruments and placements. In addition, he also handles general corporate and advisory work, such as joint ventures, trade transactions and investments.

Howard is also a specialist in corporate governance matters and is heavily involved in continuing sponsorship activities whereby he is a registered professional of two Singapore Exchange Ltd Catalist Board-listed companies, Medtecs International Corporation Limited and KLW Limited.

Mr. Leo Mun Wai is the Chairman of the Audit Committee at Great Eastern Life Assurance Ltd and Great Eastern General Insurance Ltd. He was first appointed to the Boards in April 2016.

Mr. Leo was previously a Managing Director and Adviser of State Street Bank & Trust, Singapore and a Senior Partner of Capelle Consulting Singapore. He was also a Director and Audit Committee Member of the Casino Regulatory Authority from 2008 to 2012 and a Member of the Securities Industry Council from 2010 to 2012. Mr. Leo was previously with the MAS for 20 years until 2012 in various capacities including Assistant Secretary of Securities Industries Council, Senior Deputy Director of Supervisory Policy, Director of Human Resource Department, Executive Director of External Department, Executive Director of Banking Supervision, with his last appointment being Assistant Managing Director of Capital Markets Group.

Since 2013, Mun Wai has been involved in voluntary social service. He has been a Voluntary Consultant with an integrated eldercare facility since it started operations in 2013. He was also previously a member of the HR Committee of a hospice, as well as a volunteer in another hospice.

For over 15 years, Olivier has been advising multinationals, local companies and public sector entities on strategy, transformation and operations – in Singapore, and more broadly across Asia-Pacific. He has had the privilege to closely work with senior executives on their most pressing business issues, with a particular focus and interest on consumer-driven companies.

Whilst at BCG, he notably focused on topics related to marketing, pricing, digital transformation and new digital business build, helping clients drive revenue growth and accelerate the transformation of their business. He was also heavily involved in helping clients build their data and analytics capabilities.

Besides his client work, Olivier has always had a keen interest in people development. He played active roles in recruiting, advising and mentoring others, both within his old firm and in the broader community.

Olivier is an NBS alumnus, where he graduated after pursuing the NBS-St. Gallen double degree.

Yougesh Khatri is an Associate Professor at Nanyang Business School (NTU, Singapore) and the Academic Director for the Nanyang Fellows MBA Programme at NTU. He is also an Associate Fellow at the Global Economy and Finance Department at Chatham House (London), Senior International Advisor to the Australia-Indonesia Partnership for Economic Development (PROSPERA, Jakarta), on the Advisory Councils of OMFIF (London) and Tri-Sector Associates (Singapore) and on the Academic Council of the Global Fintech Institute, among other things.

Yougesh returned to full-time academia recently after 20 years in the public and private sectors. His past positions include more than a decade at the IMF (including 3 years as a Resident Representative in Jakarta and 2 years in the IMF Tokyo office), Head of Economics and Capital Markets at GIC (Singapore’s sovereign wealth fund), and Head of ASEAN macroeconomic research at Nomura Securities Singapore.

After completing his PhD, he held various academic positions in the 1990s including at the London School of Economics, Birkbeck College and Cambridge University. More recently he developed and taught the first International Elective at Imperial College Business School (2015-17) and was the inaugural Academic Director of the MSc in Asset and Wealth Management, developed at NTU in partnership with the Wealth Management Institute (2019-2020).

Under her leadership, Third Sector has transitioned more than $360M in public funding to outcomes-oriented contracts, focusing those resources on improving solutions for key social issues including homelessness, mental illness and family economic mobility. Third Sector has grown to serve more than 40 state and local government jurisdictions, with strategic partnerships including: New Profit, the Ballmer Group, the Kresge Foundation, Actionable Intelligence for Social Policy, and the Stanford University Center on Poverty and Inequality. Previously, George was a member of Capital One’s founding management team, where he headed up strategy and oversaw the launch of 20 new businesses. In 1999, he formed North Hill Ventures, a Boston-based venture capital firm, with $125 million under management, focused on early-stage financial and marketing technology firms.

In 2003, he transitioned full-time to a social sector focus, eventually founding NFF Capital Partners, a division housed within Nonprofit Finance Fund that helped 16 high-performing nonprofits secure over $300 million of philanthropic growth capital. John joined Third Sector after completing the MIT Sloan Fellows Program in Innovation and Global Leadership. Prior to that, he spent over fifteen years working for the Commonwealth of Massachusetts, much of it striving to bring performance management to the state. He most recently served as the Undersecretary for Forensic Science and Technology within the Executive Office of Public Safety and Security (“EOPSS”). In that role, he was responsible for providing strategic leadership to the State Crime Lab, the Office of the Chief Medical Examiner, the Criminal Justice Information System, and the Massachusetts 911 Department. Additionally, he supervised the information technology operations of all of the secretariat’s eleven agencies. Prior to joining EOPSS, he served for 12 years in the Office of the Massachusetts Attorney General, leaving as the Deputy Chief of the Criminal Bureau after leading the prosecution of all types of white collar crime and standing up the nation’s first statewide computer crime unit. He has been appointed by the Massachusetts Supreme Judicial Court to the Court Management Advisory Board and previously served as a member of the Massachusetts Governor’s Performance Advisory Council.

He is a summa cum laude graduate of Boston University School of Law and holds a B.A. from the University of Pennsylvania and an M.B.A. from MIT’s Sloan School of Management. Pierre Lorinet is a non-executive Director of Trafigura Group Pte Ltd, Puma Energy Holdings Pte Ltd, Impala Terminals, COFCO International Ltd, and the National Art Council of Singapore. He is also an active investor in a number of business ventures across Asia and Europe. Until September 2015, Pierre was the Group Chief Financial Officer and Managing Director Asia-Pacific for Trafigura. Before joining Trafigura in 2002, Pierre worked in the banking sector in the UK and the Middle East.

Pierre’s personal philanthropic journey is centred on expanding the work of his family foundation. Lorinet Foundation’s mission is to support pioneering, impactful, and sustainable initiatives promoting education, employment, and access to clean water and energy for vulnerable communities in Mongolia, South East Asia, and France. To date, the Foundation has deployed a variety of impact investing tools such as affordable working capital loans, educational loans, and venture philanthropy investments.

In 2017, Pierre also joined the board of the Trafigura Foundation. Since its launch in 2007, the Trafigura Foundation has partnered with organizations across the world in carrying out and strengthening programmes in its three areas of focus: sustainable development, education & integration, and health.
